Welcome to Blue Bay—a coastal region in chaos. Pollution is rising. Tourism is choking the shoreline. Fish stocks are collapsing. And in a last-ditch move to meet global climate targets, the government has declared a new Marine Protected Area… without asking anyone.

In this fast-paced, high-stakes simulation, you’ll step into the shoes of real-world decision-makers—government leaders, fishing lobbies, green activists, corporate giants, and coastal citizens—tasked with saving a marine region on the brink.

Will you protect ecosystems or defend your industry? Block the casino or cut a deal? Fight for your community or make a quiet trade behind closed doors?

This is not just about the ocean.
It’s about navigating the mess of real-world decision-making: building consensus, pushing agendas, making compromises—and doing it all in the public eye.

The clock is ticking. The press is watching. And Blue Bay is up for grabs.

WHAT YOU WILL LEARN

How it works

Over the course of the session, participants will each represent a key stakeholder of a coastal community with specific goals, constraints and influences.

A short presentation from the organizers in order to give you the key elements about MPAs.

Each group will be given a character sheet, representing a group within the community. It will reveal your objectives, strengths and potential allies in your negotiations.

Work as a community to identify the barriers and challenges in the implementation of the Blue Bay MPA.

Build your strategy : define projects and resolutions to implement in the MPA. Make them attractive enough for other groups to support them.

Negotiate with the other groups: convince, rally compromise to get your projects voted and implemented.

After a heated debate, each group will cast its vote to decide which projects will be part of the new Blue Bay MPA roadmap.

Organizers will debrief with participants on the value and impact of the resolutions that have been voted. Participants will see if their actions will truly have a positive impact on their community and coastline.

Children for the ocean

Children for the Oceans is a Non-Profit Organization created in 2018 by 15 years old Thomas Lesage with the aim to protect the oceans and raise the level of awareness of children.

Our main action consists in organising awareness sessions worldwide with the support of our CFTO ambassadors.

The objective of such sessions is to disseminate information on the ocean. Our ambassadors provide details on the threats to the ocean and in particular on acidification, overfishing and plastic pollution. They also provide tips to the children so that they can act in their daily life to contribute to protect the ocean.
